There is no grade level limitation for this authority, but the appointee must meet all qualification requirements, including any written test requirement. The agency may convert the employee, without a break in service, to a career or career-conditional appointment at any time during the employee's temporary or term appointment. Step 2: Create/Review your resume, and upload all supporting documentation documenting your eligibility for the 30% SCDVA. This should include a current SF-15 (available below), your DD-214, Veterans Administration 30% SCDVA Civil Service Preference Letter (downloaded from e-benefits), and any other supporting documents (as described on the OPM Website). Step 3: Go to our Opportunities tab and select the position you wish to apply for. Step 4: Apply for the selected position, ensuring that you select the appropriate box for 30% SCDVA, and attach the supporting documentation you uploaded earlier.
